When you buy car insurance for Russia online, trust matters — but verification is better. With the Green Card no longer valid for Russia, many travellers are unsure how to confirm the authenticity of their Russian OSAGO liability policy.
In 2026 the process is more transparent than ever. Since 1 October 2024, every official OSAGO policy is registered centrally in the НСИС (National Insurance Information System) — Russia's state insurance database. In this article we show you exactly how to check your policy in a few minutes.
What is the НСИС Register?
НСИС (Natsionalnoye Strakhovoye Informatsionnoye Sistema — National Insurance Information System) is Russia's state-mandated central database for all insurance contracts. When a licensed insurer such as our partner VSK Insurance issues an OSAGO policy, the vehicle data is immediately transferred:
Number plate (Госномер)
State registration number
VIN number
Vehicle identification number
Coverage period
Exact start and end date
ℹ️ RSA or НСИС? Until September 2024, the database was run by the RSA (Russian Union of Motor Insurers). Since 1 October 2024, НСИС is the sole authority for all OSAGO data. Both names refer to the same database — НСИС is simply the modern name.
How to check your policy in 3 minutes
You don't need to speak Russian. All you need is your vehicle's number plate or VIN.
Open the НСИС portal
Go to the official NSIS verification page. The site is in Russian, but the input fields are straightforward:

Enter your vehicle data — two options
Option A — Number plate
- 1. Select the tab «По транспортному средству (ТС)»
- 2. Fill in «Государственный регистрационный знак»
- 3. Set the check date «Дата»
- 4. Click «Отправить»
Option B — VIN number
- 1. Select the tab «По транспортному средству (ТС)»
- 2. Fill in the «VIN» field
- 3. Set the check date «Дата»
- 4. Click «Отправить»
💡 For foreign vehicles we recommend using the VIN — the number plate format may not match the Russian standard.

For the НСИС check you need either the state number plate (Госномер) or the VIN — both are on your vehicle registration document.
Red flags: How to spot a fake OSAGO policy
According to the Russian Central Bank, 1 in 10 OSAGO policies in Russia is fraudulent — 87,000 fakes were detected in Q1 2025 alone, up 35% year-on-year. Watch out for these warning signs:
💳 Payment to a private individual
Being asked to pay into a personal bank account or e-wallet is the clearest sign of fraud. Legitimate providers are registered businesses — they never accept personal transfers.
💲 Suspiciously low price
A price significantly below €35 is a red flag. OSAGO base rates are set by law — no legitimate provider can legally sell below this threshold.
🌐 Suspicious website
Typos in the domain, missing company details, or a site where only the "Buy" button works — typical hallmarks of fake insurance shops.
📄 No insurer name on the document
Every genuine OSAGO policy must state the name of the licensed insurance company. If this is absent, the document is worthless.

My number plate is not found — is that a problem?
For foreign vehicles, the plate format may not match the Russian standard. Use your VIN (chassis number) instead — it is always unique and is the primary identifier stored in the НСИС system.
How quickly does the policy appear in the system after purchase?
Registration is near real-time. In most cases the status Действует appears within an hour of receiving your document. If not, contact your provider.
What does “Действует” mean?
Действует (pronounced: deystvuyet) means “Active” or “Valid” in Russian. This status confirms your policy is officially registered and recognised at all Russian border crossings and police checkpoints.
What is the difference between RSA and NSIS?
