Driving to Turkey: The Complete Car Insurance Guide

Reading time: 10 minutes

Driving to Turkey is a popular route for thousands of European and UK motorists every year. Whether you're heading for a holiday or a long road trip, one thing is non-negotiable: valid car insurance that Turkish border control will accept. This guide covers everything you need — from Green Card and TR code to Turkey MTPL, border checks, and how to buy the right policy online.

In short: You must have either a Green Card with the TR code (Turkey) not crossed out, or a Turkey MTPL policy (Zorunlu Trafik Sigortası). Buying Turkey MTPL online before you travel is often cheaper and always faster than queuing at the border.

At the Turkish border, officers check that your vehicle has valid insurance — Green Card with TR or Turkey MTPL (Zorunlu Trafik Sigortası).

Car Insurance Requirements for Entering Turkey

Turkish law requires every foreign vehicle entering the country to have valid third-party liability insurance. You can meet this requirement in one of two ways:

  • Zorunlu Trafik Sigortası (Turkey MTPL) — the local compulsory motor insurance, or
  • A Green Card (International Motor Insurance Certificate) that includes Turkey — shown by the TR code on the document and not crossed out.

Border control will check your insurance. If you do not have one of the above, you will not be allowed to enter Turkey. There are no exceptions — so it is essential to sort out your cover before you set off.

Option 1 — Green Card with TR Code

If your insurer has included Turkey in your Green Card, the document will list the two-letter country code "TR" among the covered countries, and it must not be crossed out. In that case, your existing Green Card is enough for the Turkish border — no separate Turkey policy is needed.

How to verify: open your Green Card, find the list of countries (often on the front or back), look for TR, and confirm it has no line through it. Also check that the policy expiry date covers your entire stay in Turkey.

For a detailed step-by-step and what to do if TR is missing, read our guide: does Green Card cover Turkey.

Option 2 — Turkey MTPL (Zorunlu Trafik Sigortası)

Zorunlu Trafik Sigortası (ZTS) is Turkey's mandatory motor third-party liability insurance. It is the local equivalent of the Green Card system but valid only in Turkey. Every foreign vehicle entering Turkey must have either a Green Card with TR or a valid ZTS policy.

ZTS is issued by Turkish insurers and registered in the state database. It is accepted at all Turkish border crossings. You can buy it at the border (often more expensive and with long queues) or online before you travel — typically cheaper and with the policy in your inbox in about 15 minutes.

For a full explanation of what ZTS is and how it works, see our article: What is Zorunlu Trafik Sigortası (Turkey MTPL).

Border Crossing — What to Expect

What documents to show

Have ready: your passport, vehicle registration document, and insurance — either your Green Card (with TR visible and not crossed out) or your Turkey MTPL policy (Zorunlu Trafik Sigortası). The border officer will check that the insurance is valid and that it covers your period of stay.

What the border officer checks

They verify that the insurance document is genuine, that it covers Turkey (Green Card with TR or a Turkey MTPL certificate), and that the validity dates include your entry (and ideally your exit). Having the policy as a PDF on your phone or as a printout is fine and can speed up the process.

Buying at the border: prices and queues

You can buy Turkey MTPL at the border from official booths. Prices are usually higher than online (e.g. minimum 3 months at around €78 or more), and queues can be long — often 2–4 hours at busy crossings. Payment is sometimes cash only. If you prefer to avoid the wait and often save money, buy online before you leave.

Step-by-Step: How to Prepare Before Crossing the Border

  1. 1
Check your Green Card for the TR code. If TR is present and not crossed out, you are covered. If not, you need Turkey MTPL.
  2. 2
If there is no TR — buy Turkey MTPL online before departure. You can get the official policy in about 15 minutes.
  3. 3
Download the policy PDF to your phone (and optionally print it) so you can show it at the border without delay.
  4. 4
Have vehicle registration and passport ready. Border officers will ask for these along with your insurance.
