Can a Bulgarian Insurer Issue a Green Card for a UK Registered Vehicle?
No — a Bulgarian insurer will not issue a Green Card for a UK-registered vehicle, because a Green Card is always issued by the insurer that covers the car in its country of registration. For UK plates that means a UK-authorised insurer.
But Bulgaria will readily sell you frontier insurance (гранична застраховка) at the border — and that policy is valid in every EU country, not just Bulgaria. It is a full compulsory third-party policy in its own right, so it covers exactly the same need as a Green Card for your trip.

Two different documents, one and the same purpose
A Green Card is not a policy you buy — it is a certificate that confirms the car already has compulsory third-party liability cover under the rules of its registration state. Only the insurer holding that policy can issue it, which is why a Bulgarian company cannot produce one for a UK plate, and why UK drivers ask their own insurer first.
Frontier insurance (also called border insurance, and sold in Bulgaria as гранична застраховка) works the other way round: it is the compulsory third-party policy, sold to foreign-plated vehicles entering the EU. Nothing needs to exist behind it. It is not a lesser substitute and it does not solve a different problem — for the countries and dates you buy it for, it gives you the same legal protection and the same proof at the border that a Green Card would.
So the honest answer for a UK-registered car is: a Bulgarian Green Card — no; a Bulgarian or Polish frontier policy — yes, and either one covers the whole European Union.

Bulgarian insurers are happy to write a frontier policy right at the checkpoint: there are insurance windows at Kapitan Andreevo, Kalotina, Ruse and the other crossings, and the policy they hand you is valid across the EU. Nobody is going to turn you away.
The catch is not legal, it is practical. You have to stop, find the right window, wait your turn behind the lorries, explain your dates, and pay on the spot — often in cash, sometimes at a rate you only learn at the counter. Brexit and UK vehicles in Bulgaria
The United Kingdom still participates in the international Green Card system, but after Brexit UK motorists are treated like other third-country visitors for many EU insurance workflows. You should carry a Green Card (or equivalent proof) when driving in Bulgaria unless your insurer explicitly confirms another document is accepted under bilateral rules.
Practical rule: before Sofia, Varna, or a Danube crossing, verify that BG is listed on your certificate and not crossed out. The same check applies for every EU country on your itinerary.
TR, Turkey, and EU codes on the same trip
Many UK–Bulgaria overland routes continue to Turkey or the Western Balkans. Turkey is not an EU member; it uses the TR code on the Green Card. If TR is excluded or struck through, you need Turkey MTPL regardless of EU cover.

How do I check TR and EU country codes on my Green Card before Bulgaria or Turkey?
Open the country list on the certificate. Each two-letter code (BG for Bulgaria, TR for Turkey, etc.) must appear and must not be crossed out. If TR is struck through, Turkey requires separate Zorunlu Trafik Sigortası or another accepted policy. If an EU country you will enter is excluded, you need cover from another authorised source before travel.
What should UK drivers use if a Bulgarian Green Card is not available?
