What Green Card and Europolis cover

Green Card and Europolis are third-party liability cover. If you cause an accident, the policy pays for injury and damage to other people, under the law of the country where it happened. It does not pay to repair your own car, luggage or the at-fault driver’s medical treatment.

In plain language

This is not a visa and not travel insurance for the whole trip. It answers one question: if you hit someone else’s car or a person, is there an insurer to pay the victims?

The policy is on the vehicle, not on one named driver. Anyone with a valid licence of the right category may drive.

What it covers

Injury to other people. Pedestrians, the other driver, and usually passengers. Treatment, rehabilitation, compensation. It is not your personal health insurance.

Other people’s property. Repair of the other car, a fence, a post, a shop window, a road sign.

Example. You clip a bumper in a car park in Poland — the policy goes towards the other car. Your own dent is not paid.

Under the Green Card system, the claim is assessed against compulsory motor insurance in the country of the accident. See the Council of Bureaux Internal Regulations, 1 January 2025.

How much

There is no single “Europe-wide” sum. Each country sets a compulsory minimum; some set more. These are ceilings, not a promise that every claim pays millions. A scuffed bumper is paid as a repair. A serious injury runs up to that country’s limit.

EU minimum (as at 2026), Article 9 of Directive 2009/103:

  • personal injury: €6,450,000 per accident, or €1,300,000 per injured person;
  • property: €1,300,000 per accident.

An EU country may require more. It should not go below this floor.

Germany. Per claim: €7,500,000 injury, €1,300,000 property. Source: annex to the PflVG, gesetze-im-internet.de.

France. Property minimum €1,300,000 per claim — Order of 16 March 2022 (Insurance Code A. 211-1-3). That order does not set a separate injury ceiling; injury is assessed under French law, not below the EU floor above.

Switzerland, Norway and Iceland follow their own law.

Amounts are reviewed from time to time. Check the current legal text before you travel.

What it does not cover

  • repairs to your own car;
  • luggage and items in the cabin;
  • medical treatment of the at-fault driver;
  • towing, fuel, a replacement car;
  • intentional acts;
  • serious breaches of the policy terms.

The exact exclusions are in your policy and in the law of the accident country.

Where it is valid

All EU countries, plus Switzerland, Norway and Iceland.

The policy does not apply in the country where the vehicle is registered.

If you have an accident

Stop, hazard lights, 112 if needed, show the policy, photos, European accident statement, call the insurer — the number is on the policy. Money goes to the injured parties, not to you to fix your own car.

Must I name every driver?

No.

Why do the sums differ?

Because payment follows the law of the place of the accident. See the Council of Bureaux Internal Regulations.

It pays other people if you are at fault. It does not repair your car. In the EU the floor is €6.45 million for injury and €1.3 million for property; Germany and Poland publish their own official figures.
